Course Information

Intended learning outcomes

The class aims at providing a sound basic knowledge about EU law.

Teaching methodology including the use of eLearning tools

Lecture style, active discussion and questions very much welcome, Case studies and ECJ case law willbe discussed in class.

Course content

The course is divided in four parts,

Unit 1 deals with various forms of EU integration.  Council of Europe, European Council, Council of the European Union  - it all sounds similar but relates to very different concepts and institutions. What is Schengen? And does Austria have a case blocking Bulgaria and Romania from joining? How come there 27 EU Members states but only 20 countries having adopted the Euro? What struggles does the EU face when trying to uphold the rule of law in countries like Hungary and Poland?And finally, what is the difference between a customs union and a free tread area and why does it matter when you import Japanese watches from Switzerland to Germany?

In Unit 2 will have a look on the EU legislative procedure. Which EU institutions have to act together to pass a law in "Brussels"? How is power divided between the Member states? Can individual states block decisions and what could you do, when chairing a meeting, to overcome a blocking minority? What are they challenges to establish a democracy on a European supranational level ? And is the European Parliament a solution to all this?

Unit 3 will deal with the internal market. How does EU law provide for the free flow of goods, services, persons and capital? We will mix some cocktails and talk about Scotch and Kir royal.  What rights do you have as a Slovenian student studying in Madrid? What happens when you need to go to the dentist there? And is it legal when a certain "Sebastian Kurz" asks his followers to attend  more Austrian pubs on Twitter?

In Unit 4 we discuss current challenges for the Economic and Monetary Union (EMU). On the monetary side we will discuss, inter alia,  what the  ECB can do against inflation. Why might it be concerned about interest rates for Italian bonds? is it legal to buy trillions of bonds and balloon the balance sheet? And will the European Court of Justice stop it from doing so? Or rather the German constitutional Court? It all sounds very technical  (and it is) but, again, it is about  the central question of how we construct a democracy in Europe and how we want to live as Europeans.
On the economic side will explore the world of multi-billion euro funds established to rescue Greece (ESM) and combat Covid-related damage (NextGenEU). Is this a Hamiltonian moment (Alexander, not Louis), And is is national (Doppel-Wumms) or European  money (Sovereignty fund) that should be disbursed to overcome the energy crisis finance climate action  and save the planet

Please do not leave  your brain at the doorstep. Bring an interest in global affairs and , above all and foremost, a willingness to engage in debate and discussion.
